THE TWO-STATE SOLUTION: ILLEGITIMATE AND A BETRAYAL!
On the international stage, the 8th President of Indonesia, Prabowo Subianto, for the first time delivered a speech at the 80th General Assembly of the United Nations (UN), held at the UN headquarters in New York on September 23, 2025. On that occasion, Prabowo highlighted the ongoing humanitarian crisis in Gaza. He condemned all forms of violence against innocent civilians, although he did not directly mention the genocidal acts committed by the Zionist state of Israel. Furthermore, Prabowo emphasized Indonesia’s support for the two-state solution by declaring, “Only the two-state solution will bring peace. We must ensure the statehood of Palestine. However, Indonesia also states that once Israel recognizes the independence and statehood of Palestine, Indonesia will immediately recognize the State of Israel.”
Prabowo further added, “I also openly state that peace can only come if everyone recognizes, respects, and guarantees Israel’s security. Israel must have its security guaranteed, only then can we achieve peace.” This speech received a positive response from various parties, including Israeli Prime Minister Benjamin Netanyahu, who regarded Prabowo’s statement as encouraging and considered Indonesia’s stance—as the country with the largest Muslim population in the world—an important signal for the future of Israel–Palestine relations.

The issue of Palestine once again became the spotlight following President Prabowo Subianto’s speech at the 80th UN General Assembly in New York (23/9/2025). In that speech, Prabowo declared his support for the two-state solution and Indonesia’s readiness to recognize Israel if Palestine’s independence were recognized. This statement shocked many as it is seen to contradict historical facts, the current reality in Palestine, and even the principles of the Preamble to the 1945 Indonesian Constitution which asserts that colonialism must be abolished because it is contrary to humanity and justice.
Firstly, the existence of the State of Israel in Palestinian lands has been illegal from the beginning. Israel was established on seized land through British support via the 1917 Balfour Declaration, followed by dispossession, expulsions, and massacres of Palestinians. The Nakba of 1948 provides clear evidence, when more than 700,000 Palestinians were expelled and their land and homes seized. Historically, since 637 CE, Palestine had been part of Muslim lands under the Caliphate of Umar ibn al-Khattab (may Allah be pleased with him), thus the arrival of the Jewish entity is merely as a colonizer.
Secondly, recognition of Israel through the two-state solution is considered a betrayal of justice for the Palestinian people. Today, Palestinians occupy less than 22% of their original land, while 78% has been taken over by Zionist Jews. Thus, the two-state solution effectively legalizes the massive plunder committed by Israel. Even more ironically, there are calls for Israel’s security to be respected, when in fact they are the aggressors committing genocide—up to now, it is estimated that 66,000 residents of Gaza have been killed and thousands more injured.
Thirdly, the Zionist state of Israel itself firmly rejects the existence of a Palestinian state. In July 2024, the Israeli Parliament (Knesset) passed a resolution rejecting the establishment of a Palestinian state, supported by 68 votes to 9. Even at the UN forum, PM Benjamin Netanyahu declared that recognizing a Palestinian state would be a fatal mistake. This fact proves that the two-state solution is nothing but an illusion. From the start, the concept was designed by Britain through the Peel Commission (1936) to perpetuate Israel’s existence on stolen land. Therefore, the two-state solution is not a path to peace, but rather a legalization of colonialism that could set a dangerous precedent for other international conflicts.

The issue of Palestine continues to attract global attention, especially after the re-proposal of the two-state solution, which is in fact a betrayal of the Palestinian struggle. This solution is not the will of the Palestinian people but rather a design of colonial powers since the British era. History records that Palestine has been part of the Islamic domain since the time of Caliph Umar ibn al-Khattab (may Allah be pleased with him) in 637 CE. The arrival of Zionist Jews in Palestine was facilitated by Britain through the 1917 Balfour Declaration, which was followed by expulsions, land grabs, and the Nakba tragedy of 1948, expelling over 700,000 Palestinians. Therefore, the establishment of Israel is from the beginning an act of colonialism, clearly contrary to the mandate of the 1945 Constitution of Indonesia which rejects all forms of colonialism.
From the perspective of Islamic law, the two-state solution also contradicts Allah’s command to resist aggression and expulsion, as He said:
وَاقْتُلُوْهُمْ حَيْثُ ثَقِفْتُمُوْهُمْ وَاَخْرِجُوْهُمْ مِّنْ حَيْثُ اَخْرَجُوْكُمْ
“And kill them wherever you overtake them and expel them from wherever they have expelled you.” (Qur’an, al-Baqarah [2]: 191).
Allah Subhânahu Wa Ta’âlâ also says:
فَمَنِ اعْتَدٰى عَلَيْكُمْ فَاعْتَدُوْا عَلَيْهِ بِمِثْلِ مَا اعْتَدٰى عَلَيْكُمْۖ
“So whoever transgresses against you, transgress against him in a manner equivalent to that by which he transgressed against you.” (Qur’an, al-Baqarah [2]: 194).
Based on these verses, jihad fi sabilillah becomes an individual obligation (fard ‘ain) when Muslim lands—such as Gaza and Palestine today—are attacked or colonized. The Companions of the Prophet Shallallâhu ‘alaihi wasallam reached consensus on the obligation of Muslims collectively to fight and expel enemies who attack and colonize their lands. History and Islamic law clearly demonstrate the duty of Muslims to resist colonization. Imam Ibn Qudamah al-Maqdisi (d. 620H) emphasized that if non-Muslims seize Muslim lands, its inhabitants are obliged to fight them; if unable, the obligation extends to surrounding Muslims (Al-Mughni, 9/228). Yet, Allah’s command has been abandoned by today’s Muslim rulers. Some even open diplomatic ties with the Jewish entity, support Zionist military through trade, and accept the two-state solution. Whereas Allah Subhânahu Wa Ta’âlâ has warned:
وَلَا تَرْكَنُوْٓا اِلَى الَّذِيْنَ ظَلَمُوْا فَتَمَسَّكُمُ النَّارُۙ
“And do not incline toward those who do wrong, lest you be touched by the Fire.” (Qur’an, Hûd [11]: 113).
Therefore, the crisis of Palestine cannot be resolved by the UN nor by today’s weak Muslim rulers. The Ummah needs global Islamic leadership (the Caliphate) that will safeguard Muslim lives, protect their lands, and lead jihad fi sabilillah. Imam al-Mawardi (d. 450H) stated that among the obligations of leadership is to guard the fortress of the Ummah, protect Muslim honor, and wage jihad against the enemy (Al-Aḥkām as-Sulthāniyyah, p. 27). Thus, the only legitimate path for the liberation of Palestine is jihad fi sabilillah under the leadership of the Islamic Caliphate. WalLâhu a’lam bi ash-shawâb. []
